Not vested. From DBS:-

Sembcorp Marine 3Q net profit of S$145mil was in line. Our analyst thinks that while the new yard facility in Tuas is positive long term, the short-term outlook is dampened by the lack of new orders before mid 2010. Therefore despite maintaining
Buy, the target price is lowered to $3.62 from $3.70.

I think the key point to note is, "It is very hard for analyst to ever say SELL."

Think of it this way. If you are CEO of XYZ company, will you have lunch or meeting with an analyst who has just put a SELL rating on your company? And if they can't have meeting with CEO, what is the chances for them to have 'greater insight' than the average investors?

So, analysts can't do that outright. They need to balance their analysis with some EQ :)

Cannot say SELL. But, we can have HOLD, Underweight, Overweight, Outperform, Underperform....but just not SELL.

I'm sure all of us have faced this issue before. Don't just say NO. Say something else that goes one big round... it is a survival skill
