How China could respond to Trump's new tariffs

From retaliatory tariffs on US goods like car parts and soy beans to controls on raw minerals essential for American manufacturing.

"We expect China not to jump to immediate retaliation following the 10 per cent tariff hike, but will keep the doors of negotiation and cooperation open".

Bilateral trade totalled more than $530 billion in 2024, according to US data, with exports of Chinese goods to the United States exceeding $400 billion. That was second only to Mexico.

But that yawning trade imbalance -- $270.4 billion in January-November last year -- has long raised hackles in Washington.

This time around Washington has also called for China to crack down on exports to Mexico of chemical components used to make the synthetic opioid fentanyl.

The US president has ordered an in-depth review of Chinese trade practices, the results of which are due by April 1. That could serve as a "catalyst for more tariffs".

China may retaliate on a targeted basis and in a restrained manner, imposing tariffs on selected agricultural products, auto parts, energy.

China could also let the value of its currency devalue, increasing the competitiveness of its exports.

China's economy is in a much weaker position this time around; it will be substantially harder to withstand a barrage of tariffs

China's Response

First: Tariffs on coal, liquefied natural gas, crude oil, agricultural equipment, vehicles with large displacement engines, and more.

Second: New restrictions on the export of minerals used in the production of electronic devices (tungsten, tellurium, ruthenium, molybdenum, ruthenium). China has increasingly restricted mineral exports to the U.S. for the last year; in November, it banned the export of gallium, germanium, and antimony, used in everything from semiconductors to night vision goggles.

Xi’s reply to Trump tariffs shows China has more to lose

The Chinese leader’s cautious reply avoided roiling markets, which have been whipsawed in the past week by Trump’s tariff twists and turns

This time Xi only put tariffs on US$14 billion worth of American products, a sliver of what Trump targeted,

China honed its regulatory sights on Google, even though Alphabet’s search services have been unavailable in the country since 2010.

Trump wants more balanced trade. He’s ordered an agreement he signed in 2020, known as the Phase One deal, to be reevaluated, suggesting tariff talks with China could yet drag out for months.

But he’s also seeking Xi’s help in swiftly stopping Russia’s war in Ukraine, and is pushing for China to split ownership of video app TikTok with a US company within a ticking 75-day deadline.

China’s options range from promises to buy more American oil and gas and keeping the yuan stable to delivering on the Phase One deal.

China could twist the arm of CK Hutchison Holdings to reduce its operations in Panama.

Uncertainty about when – or whether – the two will speak could reflect their different approach to the US-China relationship

But this uncertainty could also reflect caution on the part of Beijing as its leaders were reluctant to just “hop on a call”, according to diplomatic observers, who said the timing and nature of any conversation may offer more clues about China’s approach to Trump.

In the same week that tariffs on Chinese goods came into effect, Trump moved from signalling talks would happen within “24 hours” to saying he was “in no rush”.

Trump Reportedly Examines Possibility of Reaching New Trade Deal w/ CN

US President Donald Trump is revisiting the possibility of reaching a new trade agreement with China, The New York Times quoted current and former White House advisers as reporting.

Trump purportedly expressed interest in making a deal with China that would result in considerable investment by China and a commitment to buy more US products.

He also intends to reach an agreement with China on issues including nuclear weapons.

The Trump administration has not yet reached an agreement on what demands to make on China, report told, which also said that there have been discussions about inviting Chinese President Xi Jinping to Mar-a-Lago, or Trump to Beijing, but there are no official plans.
