A China-US agreement to roll back existing duties as part of the phase one trade pact faces strong opposition in the White House and from external advisers, Reuters citing sources.

A levy rollback was not part of the agreement between US President Donald Trump and Chinese President Xi Jinping in October, the sources said.

China's Ministry of Commerce stated earlier that both sides had agreed on a tariff reduction, which was promised by US officials afterwards.

However, the White House is divided on whether a tariff rollback will reduce America's bargaining chips.

According to an analysis by Yahoo Finance, Nov. 12 was at least the 100th instance in 2019, that Trump has falsely claimed that China is “eating” or “being charged” or in some way “paying” for the tariffs his administration has imposed on Chinese imports.

A crucial week for global trade

It's worth stepping back to consider two important points:

1) It's still not clear what a "phase one" deal would cover, and the details really matter.
2) Even if an agreement is reached, tariffs will still be higher than before the trade war started.

According to Neil Shearing, group chief economist at Capital Economics, the average US tariff on imports from China has risen from 3% at the start of 2018 to 21%.

Even rolling back all the tariffs imposed in September would only take the average down to 18%.
