Flooding in Orchard again.

Noticed the chairs lined up in the photo.

They are placed there so that customers can 'walk out' of the restaurant.

More flood prevention measures for Orchard Rd? by Joanne Chan

SINGAPORE - Orchard Road's Lucky Plaza, which was hit by flooding for the third time in less than two years last Friday, is in the process of installing flood barriers.

PUB said it is studying the idea of building a detention pond - a large container designed to hold storm water - and diversion canal for the Stamford catchment area.

An example of a detention pond is the large underground holding tank complete with pump under a school field in Siglap.

PUB's study started this August, and will be done by May.

A personal observation between the transport issue vs flood issue.

Transport. Minister Lui is quick to be on the ground. And I give him brownie points for being on top of the issue.

Flood. Minister Vivian. No sound. No picture. Adding on to the issue, PUB decided to use the word 'ponding'. I am not sure if that is a technical word. To layman, it is either 'flood' or 'no flood'.

Seriously, among the younger batch of 'Ministers', Vivian's performance is way off the mark. To me, he seems to lack the leadership to solve tough challenges.

the people who voted for vivian's team rather than vicent wijeysingha... belong to the group who deserved to be called daft... in fact, i would go so far as to classify them as being idiotic..

we clearly have an incompetent and incapable person...and these fools still voted for him to carry on...

i think we will have to live with the new norm...a consistently flooded city

PUB gives update on 23 Dec flash floods

The Public Utilities Board (PUB) said that the total recorded rainfall at Orchard Road on 23 December was 152.8mm, after heavy rain hit the area over three hours.

This amount is about half the average monthly rainfall for December. The other affected areas include Cuscaden Road, Newton Circus, Kampong Java, Lincoln Road, Wee Nam Road, Cambridge Road, the junction of Moulmein Road and Thomson Road in front of United Square, and the junction of Bukit Timah junction and Sixth Avenue.

In a press release on the same day, PUB said that “prolonged heavy rain fell over the southern and central parts of Singapore”.

The national water agency added that flood waters reached up to a height of 30 cm for some areas but said that there was no flooding at Orchard Road.

However, it said that “water ponded at the open area of Liat Towers, the underpass between Lucky Plaza and Ngee Ann City, and the basement of Lucky Plaza due to the sustained heavy downpour”.

Liat Towers’ building supervisor Chik Hai Lam told Yahoo! Singapore that “5 inches of water covered the walkway” in front of the mall and that the water came from the drain underneath Liat Towers.

Flood waters generally subsided in an hour, although Cambridge Road, Newton Circus and the junction of Moulmein Road and Thomson Road in front of United Square only saw waters subsiding at 6pm.

PUB advises the public to exercise caution as flash floods may occur in the event of heavy storms.

The public can also call the PUB 24-hour Call Centre at 1800-284 6600 or go to PUB’s Facebook www.facebook.com/PUBSg or PUB iphone apps iPUBOne to report flash floods or to check on the flood situation.

SMS alert services on heavy rain warning and water level information are also open to public subscription at: www.pub.gov.sg/

Nobody like to be pointed at and be 'accused' that they are not doing their jobs.

PUB need to be more savvy in how they use PR.

===
From TREmeritus :

http://www.tremeritus.com/2011/12/28/li ... nts-fault/

The situation at Liat Towers was caused largely by the prolonged heavy rain which fell directly into the building’s open basement area. The outdoor area of Liat Towers is designed as a sunken plaza. The primary means to drain water away from the sunken plaza is through pumping.”

“Liat Towers had pumped the water collected in its sunken plaza onto the pedestrian walkway, not into the canal. The huge volume of rain water that fell continuously for three hours could have exceeded the building’s pumping capacity.”
-- PUB

“The pumps were working at full blast but were not able to drain the water out into the canal because the canal was full. PUB has got to take care of the canal. If the canal causes backflow and flooding, no matter how many pumps you put in, there will still be a problem. The long-term solution is that the Government has to do something to the canal.”
