Healthcare – China

To Ride On Formulation Of The New NDRL

We expect the new edition of the NRDL to be released in end-16. Inclusion in the NRDL will greatly boost sales of a drug as it will become more affordable to patients.

We have analysed key drugs of Hong Kong-listed pharmas and expect CSPC (1093 HK), 3Sbio (1530 HK) and Livzon (1513 HK) to be key beneficiaries of the new NRDL.

Maintain OVERWEIGHT on the healthcare sector.

Sector valuation has started to bottom out as we believe much of the negative impact from the harsh policies has been priced in.

We estimate the rising trend of growth in the sector will continue to be driven by:
a) formulation of the new NRDL,
b) potential acceleration of new drug approvals
c) launch of SZ-HK Connect, and
d) ageing population triggered by the baby boom in the 1950s.

The current PE premium of Hong Kong-listed major pharmas over the MSCI is at ~37%, which is still much lower than the 3-year average of ~90%.

China

China's aging population and the ongoing government-sponsored health care reform, offer huge growth opportunities to pharmaceutical companies.

Last year, health care expenditure rose to 3.93 trillion yuan (HK$4.53 trillion) from 2.43 trillion in 2011.

Under the reform, sale of pharmaceutical products from manufacturers to hospitals will be confined to a single level of distributors.

This scheme will benefit the largest pharmaceutical distributors, particularly Sinopharm Group (1099).

Sinopharm said its profit for the first half to June this year spiked by 32.15 percent to 2.5 billion yuan, while turnover rose by 13.35 percent to 125.8 billion yuan.

Citigroup set its target price for Sinopharm at HK$47 and has a "buy" rating on the stock.

Late Monday, word came from the Obama administration that premiums under the Affordable Care Act will go up next year by an average of 25 percent, and the revelation has put a great Republican pet peeve back on the campaign table.
