If you look at the multi year chart from 1992 to now, there's a gap somewhere between 11 to 13 in period of 1993 to 1996. Technically, current level is quite a good entry level as it's sitting very nicely on support line linking the low of 1990, 1994 and now.
But with such weak market sentiment the support line might not hold so you just might want to consider buying near 11 after the gap is closed.
